Since filing the indictment against Rohauer, a substantial number of prints has been located and seized. Manuel Welpman was very cooperative in identifying some of the prints. It would be proper to reimburse him for his time, but neither the government nor Mr. Chaplin would want to be in a position where they were paying for testimony.
