The package presumably contained a script version of "The Great Dictator" that was intentionally kept sealed. It was a legal trick to protect against copyright violation: once returned to sender, the package was preserved perfectly wax-sealed to prove it had not been modified. R. F. is presumably Rachel Ford, Chaplin's secretary.
